Résumé    

  Although we can with confidence state that oil abundance matters for economic development, that institutions matter, the degree of confidence varies significantly across economists on how much each of them matter, and it is not always evident how each of these two factors help achieve sustained economic development mainly in an oil exporting country. Recent empirical studies have shown that institutions play a determinant role in the development process. These studies have corroborated the Douglas North (1990) hypothesis that institutions are the main determinant of long run economic performance of nations.

From another angle, a variety of studies agreed on the relationship between oil abundance and institutions. Indeed, such studies concluded to the fact that oil abundance lead to a rent seeking situation and corruption, which in turn, lead to a decreasing quality of government and thus will have a negative impact on economic performance.

Consequently, it emerges that the development effects of oil abundance are rather ambiguous when institutional quality is included in the analysis: there may in fact a negative effect when oil windfalls occur together with low-quality institutions. In this research, our main objective is to investigate for the main determinants of economic development in Algeria by focusing both on oil abundance and on institutional quality. Thus, the scope of this research is to offer policy recommendations to Algeria as oil exporting country. To do so, the work in hand try to answer some main questions:Is there a relationship between oil abundance and economic development? Moreover, Is there a relationship between institutions and economic development? And does oil abundance necessarily lead to worse institutions? And Finally, Is there a direct or indirect (via the institutional channel) effect of oil abundance on economic development in Algeria?
